The Regional Center’s mission statement is, “To serve and empower persons with
developmental disabilities and their families to achieve their goals with community
partners” ( The agency is divided into units that are categorized by
age. There is a department for infants, children and adults. The services that are provided
at SDRC are based on each individuals needs. Those services are used to support the
clients and to make it as much as possible for them to be independent. The services that
the Regional center provides are, “adult day programs, behavioral training, independent
living services, infant programs and services, licensed residential placement, respite
services, supported employment, supported living services, transportation to work/day
program” ( The assistance that the regional center provides is only
for people with disabilities. Also, the disability has to be originated before the age of
eighteen. There is a list of criteria that the clients have to meet and the person who can
receive services has to have one of those disabilities, “autism, cerebral palsy, epilepsy,
intellectual disability, and conditions similar to intellectual disability or requiring support
services like that of an individual with intellectual disability” (
Clients must fill out an inquiry request form and return it to intake services. Some clients
skip the process because their eligibility is already determined from their childhood age.
A key problem at the agency is that there is a lack of trust between client’s families and
regional centers. Families have a major role in the services if they are the ones who take
care of the people with a disability. Many clients come from a different background and
there tends to be cultural barriers, for example different cultures and ideologies make
impact the relationship between the regional centers and families. The mistrust leads to
clients not getting services because some family members do not trust service providers
or staff. The bond between SDRC and its clients needs to be stronger. Interventions that
SDRC can incorporate are community events, training for service providers, cultural
competency training for staff and collaboration with churches and local agencies. What is
